That's a pitfall right there, you're going to have a single or nevertheless very small amount of male characters in comparison to the females, yet you have to at least try balance the amount of interactions these men have with the girls and give the girls enough spotlight to appease the fanbase while giving the men enough characterization so they don't feel as just being a penis fodder. It's hard to come up with a solution that is not harem for this case(and this is coming from a guy who absolutely loathes harem genre).
If it's not going to be a harem, you can still go the Railgun route and have the girls have their spotlight and the guys appearing only as side characters or antagonists, but given that they require an admiral to command a fleet, I'm not sure how that would work out.
Even then it could still fail like the Blazblue anime because they have to give some screen time to everyone, leading in very little time left to explore any character depths because you're too busy making sure everyone shows up at some point.
Unless of course, you pick out only a few characters to act as leads, while the rest appear as cameos at most. Which will ended up pissing off fans of the characters who are excluded, so there's no pleasing the fanbase anyway.
This here is my personal opinion to why animes of non-linear games/franchises where individual characters have their own personal fanbase(Touhou, Vocaloid, KanColle, every mainstream fighting games ever) are a bad idea.
Everyone had their idea what kind of Admiral looks like in their artwork. Either a badass-like one or that typical IYKWIM or a girl.
Then again, no admiral can lead a HUGE number of ship girls. Thus I think the idea of an admiral leading a certain number ship girls could be an idea of some.
Yokosuka, Kure, Maizuru, Sasebo. Split it into 4 x 3 episodes of different base with same faceless admiral ;) They won't need to force interaction between everyone that way.

If they're going to use the real ones, I think it'll be great to have 4 different admirals, one for each base. I'm hoping one of them is anything like this guy, then one female admiral, one shota(some will be pissed if they don't put this), and one male admiral(which might be your typical harem lead, though I hope not). Each with their own character, so they can have some interactions with the ship girls and among themselves. Each of them have their own group of ship girls, no duplicates, so they can fit as many as they can. Maybe they can go for submarines specialist, battleships, or a mix of them.
As an extra, they can make a side chapter for the Shinkaisen girls too.
Also, I hope the main theme of the show is more like post #1599029 If they're going to show them being sexy, then I prefer that kind. Of course they need to give some spot for the cute ones, but a least let there be some scene like that for some girls.

Please rephrase the "typical harem lead" with "Moderately attractive guy with Sengoku Basara + TTGL level hamminess and passion for naval battle" then we're good. Because if his design is going to be the plainest of the 4 admirals(by anime standard), then making him a comic relief who is still highly competent and uber manly(but of course I still expect the old admiral to be manlier) would be one of the easiest route to make him appeal to the audience.
The girls in his fleet having feelings for him or not is optional, though again as a harem genre hater I prefer not, they can act as his tsukkomi or something and that would be enough.

That is the problem I guess, naval warfare isn't about exchanging Dakka just for the sake of depleting everyone's ammo as fast as possible. Not to mention that screaming gunfights would be too chaotic and messy if you are to have more than 8 characters fighting at once.
I prefer a proper battle of strategies, where each ship are treated like chess pieces that needs to be stationed correctly and attacking only at the right chances. That way you could fill up to over 15 characters on screen at once and you wouldn't be confused as hell on who's winning or losing.
I know. What I meant that they better take the fight scenes seriously. Meaning they'll implement strategies and preparations like how you do it in the game. And maybe having multiple groups(6 shipgirlpower each) spread throughout the battle map, taking on different groups of enemies. This way we can have many of them getting on the action in one battle. What you suggest is really good, especially for the carriers, submarines and hi-speed ships squads. It would make for a good ambush scene. And yes, the pawnch scene is left only for Nagato and few other ships.
I just hope the anime will not be a mindless ecchi galore. Oh yeah, you got my support for hammy male lead.
