She didn't beat Marisa: she lost badly and Marisa was not even scratched. And Marisa did not meet Mokou that day unless she appeared after Reimu and Yukari were finished with Mokou. Even then we do not know whether Marisa won.

Actually, Cirno was a Stage 2 boss, who got demoted to a Stage 1 midboss, then promoted to a playable character. Even after considering all this, People in Gensokyo can disregard power (generally) since anyone can beat anyone. Only skill is useful in a Danmaku battle, and Cirno at least has that (she isn't very intelligent, but is pretty wise, considering she was the first to recognize the incident in PoFV)
Still, Mokou can take a lot more pain than Cirno, so I'll bet on her. Now where's my wallet...
